The paint is acrylic and water color, with some fabric dye, and the cloth is some unspecified synthetic white fabric, likely polyester, bonded to the rubber pad. The cloth is first wetted with water; it resists this, so full cycle with detergent in a clothes washer helps. The paint diffuses through the cloth, depending on the amount of water present. Water and alcohol can be added to force movement in chosen directions. The movement can be slowed down with blotting or a hair dryer. After the mouse pad has dried, a clear acrylic protection spray can be applied, or more paint can be added which will provide sharper edges because it will not diffuse as much.
